Open up any image you want to use. I’ve used these strawberries 
Go to Image > adjustments > Threshold
I’ve used these settings:
From here you go to Filter > Stylize > Diffuse with these settings:
Now you have to go toFilter > Sharpen > Unsharp Mask, use these settings:
Go to Image > Adjustments > Hue/Saturation to add color
