Open a new document any size, but it should have the same height and width (3×3 , 9×9 , …. size examples at the end)
and draw the following with a 1px pencil: (i used 3 x 3):

Select the entire Area by pressing CTRL + A and go to edit> define pattern, chose a patternname and save it
Open up a image, create a new layer, select your paint bucket tool (by pressing G),
select “pattern” for the fill type and fill the layer..
Tip: It looks better if you lower the opacity in the layers pallet
Tip: if you use smaller sizes, there will be less space between the lines, if you use bigger ones, there will be more space
